The proposal of
satellite services for simulcast racing from South
Africa and the United Kingdom to Caymanas Track
Limited (CTL) by SportsMax Limited is now under investigation by the Office of
the Contractor General (OCG) over allegations of irregularity surrounding the
proposal.SportMax Limited operates a Caribbean sports cable channel which registered in Jamaica and chaired by Pat Rousseau who is also Chairman of the CTL, which is a public body. The OCG will also be investigating a commercial arrangement for the provision of satellite services which appeared to be in place between CTL and Phumelela Gold International which is reportedly affiliated with Phumelela Gold Enterprises, a South African entity which owns international broadcasting rights for horseracing and the International Media Content Limited (IMC) a St. Lucian based corporation. Among the things the investigation will look to determine are whether the satellite services which are supplied by IMC were procured in compliance with government procurement procedures and guidelines and whether they were procured impartially an on merit and in circumstances which did not involve irregularity or impropriety The investigation will all determine whether all requisite approvals to proceed with the procurement were obtained from CTL's Procurement Committee, the CTL' Board, the National Contracts Commission and the Cabinet. |
